What is the Candy Corn Committee?

The Candy Corn Committee or CCC is a fun, creative policymaking body in the world of Joyland. Using holiday themed policy tutorials, the CCC Chair or C4 discusses how to develop policy and procedures to address important issues. The CCC is a part of a bigger center that creates and manages policy for the nation. Joining the CCC is the first step to learning the fundamentals of how policy is made at The Center. CCC members will work through scenarios with the C4 to improve their policy skills.

The purpose of the CCC is to prepare you to make policies for various fields and topics in an effective, accessible way.

CCC Story 

In another world generations ago, three former candy factory workers met to discuss the nightmare ordeal they endured at the Y.O.W (Yellow Orange White) factory. Located in the Land of Enjoy (also known as JoyLand) on the edge of Sugarville and Hallow’s Eve, Y.O.W factory only made candy corn and prepared all summer for the coming spooky season. Unbeknownst to Enjoyees, the scariest thing happening in Joyland wouldn’t be the midnight celebrations on Hallow’s Eve. Unfortunately, unfortunately, Y.O.W Candy’s Management was mixing toxic waste in the candy, stealing sugar from other factories, and making the staff work holidays – truly terrible stuff. The hazardous conditions and practices harmed the Y.O.W factory workers and the unsuspecting community members that consumed their confections.

The former workers brought the diabolical behavior to the attention of national authorities. After an investigation, the nation’s government, known as Enjoyment, found that factory leaders violated all that was good and logical. Enjoyment ordered  Sugarville and Hallow’s Eve to close Y.O.W factory and remodel it into a policy center. The Center would address hazardous conditions and unethical practices for seventy-seven years. At their first meeting, the former factory workers who alerted Enjoyment initiated the policy development, they formed the Candy Corn Committee (CCC) – a policymaking workgroup responsible for creating sweet policies (Sugar Rules) for the betterment of the People of Joyland. The CCC is now a policy lab at The Center. New members must attend Policy 101.

Meet the Chair

M.I.B. is the Chair of the Candy Corn Committee (CCCC or C4). She went to school to become a policy analyst where she studied policy, history, and agricultural arts. She is from Southern Joyland, her family farmed sweet sorghum for centuries. M.I.B will be lecturing and training new CCC members this fall.
